摘要:本文基于规模以上工业企业的投入产出数据,运用GML指数对考虑非期望产出的绿色创新效率及其分解进行测算,进而分析了命令控制型、投资型和费用型环境规制下FDI流入对绿色创新效率的影响。基于2010—2017年中国省际面板数据的实证研究结果表明:中国绿色创新效率平均增长5.2%,绿色创新技术进步是其增长的主要来源;命令控制型和费用型环境规制下的FDI与绿色创新效率之间存在门槛效应,而投资型环境规制下的FDI与绿色创新效率之间具有正向线性关系,表明FDI对绿色创新效率的影响不仅与环境规制强度密切相关,也取决于环境规制的类型,意味着适当的环境规制和科学的FDI引进政策相结合能有效提高绿色创新效率。
Based on the input-output data of industrial enterprises above designated size,this paper applies GML index to measure the green innovation efficiency considering undesired output and its decomposition,furthermore,it analyzes the impact of FDI on the efficiency of green innovation under the command-control,investment-style and expenditure-style environmental regulations.The empirical research results of China's inter-provincial panel data from 2010 to 2017 show thatChina*s green innovation efficiency grew by an average of 5.2%,and technology progress is the main source of its growth;There is a threshold effect between FDI and green innovation efficiency under command-controlled and expenditure-style environmental regulations,while there is a positive linear relationship between FDI and green innovation efficiency under investment-style environmental regulations.The results indicate that the impact of FDI on the efficiency of green innovation is not only closely related to the intensity of environmental regulation,but also depends on the typeof environmental regulation,which means that the combination of appropriate environmental regulations and scientific FDI introduction policies caneffectively improve the efficiency of green innovation.
