摘要：新冠疫情期间,西方国家经济政策出现了显著内倾化趋势。这不是新现象,而是近十年全球政治经济格局结构性变化的结果,新冠疫情只是促进内倾化趋势的加速器而已。反全球化力量的兴起、各国对经济主权和产业安全的关注、大国竞争回归叠加疫情等因素推动着经济政策的内倾化。西方国家的内倾化政策带有浓重的国家干涉主义和经济民族主义色彩,破坏了经济全球化的政治基础,加大了从高度全球化向高度民族主义和保护主义秩序全面倒退的风险,引发经济全球化的结构性变革,给发展中国家发展带来严峻的挑战。
During the COVID-19 pandemic,the introversion of economic policies in major Western countries is becoming obvious.This policy shift is not a new phenomenon during the outbreak.It is the result of structural changes in global political and economic arrangements in the past decade.The pandemic is just an accelerator to promote the introversion trend.The rise of anti-globalization forces,the concentration for economic sovereignty and industrial security,the return of great power competition have promoted the introversion of economic policies,which will last for a long time in the future.The introversion of economic policies is linked to state interventionism and economic nationalism,which will worsen the political foundation of globalization,intensify the risk of retrogression from high globalization to high nationalism and protectionism,trigger profound structural changes in economic globalization and bring serious challenges to developing countries.
