摘要：我国农村集体经济组织建立之初,在经济职能之外就肩负着建立公有制、提供公共产品、保障成员生存等政治职能,各种职能之间的冲突导致其在主体角色定位与运行上陷入混乱。不过农村集体经济组织是目前管理农民集体财产、维护集体成员权益较为合适的机构,不应被抛弃。在农村社会变革的背景下,农村集体经济组织应被改造为自我管理的纯粹经济组织,依据市场规则建立主体运行制度,并按照财产权规则重构成员权制度。
Besides performing the innate economic function, China＇s rural collective economic organizations have shouldered political function such as establishing public ownership, providing public goods and the member＇ s survival since its foundation. Nonetheless, safeguarding the conflict among the various functions leads to chaos for the organizations in its role positioning and operation. The paper believes that currently, rural collective economic organizations play an appropriate role in managing the collective property of farmers and safeguarding the rights and interests of the collective members, which should not be abandoned. The paper argues that with the ongoing social change in rural area, the rural collective economic organizations should be transformed into pure economic organiza- tions in self- management, establishing the operation system in accordance with the market rules and reconstructing the members＇ rights abiding by the rules of property.
