摘要：在内生增长理论模型基础上,考虑环境规制对人力资本的作用机制,构建了环境规制和经济增长的理论模型,并提出了环境规制对经济增长的门槛效应假说。并且,基于门槛面板估计方法,利用2000-2013年中国30个省份的面板数据,对相关理论假说进行了实证检验。结果表明,环境规制对经济增长存在显著的门槛效应:当环境规制水平比较低时,环境规制和环境规制通过人力资本渠道都会促进经济增长;而当环境规制达到较高水平时,环境规制和环境规制通过人力资本渠道则会抑制经济增长。对于当前中国加强环境治理、推进供给侧改革、促进经济转型增长,本文研究具有重要的政策内涵。
On the basis of theoretical model of endogenous growth, considering the action mechanism of environmental regulation on human capital, this paper constructed a theoretical model of environmental regulation and economic growth, and proposed the hypothesis that environmental regulation has threshold effects on economic growth. And then, using the estimating method of threshold panel estimation, based on the panel data between 2000 and 2013 in China＇ s 30 provinces, this essay empirically inspected related hypothesis. Result shows that environmental regulation has more significant threshold effect on economic growth： when environmental regulation level is relatively low, environmental regulation and environmental regulation through human capital channels will contribute significantly to economic growth; and when environmental regulation to achieve a higher level, environmental regulation, and environmental regulation through human capital channels will curb economic growth. For the current China＇ s strengthening environmental governance and promoting supply-side reform, promoting economic restructuring growth, this study has important policy implications conclusions.
