摘要：使用中国2000～2013年267个地级市层面的数据,检验了地方政府竞争、资本流动及其交叉调节对中国区域经济空间均衡的影响。研究结果表明:地方政府税收竞争和地方政府财政支出竞争均促进了区域经济的空间均衡;资本流动扩大了区域经济的空间非均衡,地方政府竞争对资本流动的调节效应有利于区域经济增长的空间均衡。分区域的研究结果表明,地方政府税收竞争有利于区域经济的协调增长,但是地方政府财政支出竞争表现出动态非一致性。
Based on the data of 267 prefecture -level cities from 2000 to 2013 in China, this paper empirically examines the impacts of local government competition, capital flow and their cross regulation on the spatial equilibrium of China＇ s regional economy. The results show that both the tax competition and the fiscal expenditure competition among local governments promote the spatial equilibrium of regional economy. Capital flow expands the spatial disequilibrium of re- gional economy, and the adjusting effect of local government competition on capital flow is condu- cive to the spatial equilibrium of regional economic growth. The results of the multilevel regions in- dicates that the tax competition of local government is conducive to the coordinated growth of regional economy, but the fiscal expenditure competition of local government shows a dynamic inconsistency.
