摘要：从新制度经济学的分析框架入手 ,认为我国 2 0多年流通产业的高速成长是一系列流通制度创新的必然结果。当前我国流通产业发展的现实困境在于流通制度的变迁已进入了僵滞阶段 ,也即流通制度创新受阻。影响流通制度创新受阻的主要因素有 :政府主导型制度创新的边际效率很小 ;流通制度有效供给不足 ;流通制度创新的“路径依赖” ;意识形态刚性强化了“流通制度锁定”。故此提出了推动我国流通制度创新的战略对策 ,包括 :以入世为契机 ,积极推进流通制度环境创新 ;转变政府职能 ,积极推进商业管理制度创新 ;以需求诱致性制度创新方式 ,推动流通组织制度创新 ;构建积极的流通产业政策体系 ,推进民间流通协会成长。
This essay undertakes an analysis under the frame of New System Economics and reaches a conclusion that the rapid development of the circulation industry in the last twenty years attributes to an institutional innovation in the industry. The existing difficulty in the industry lies in a sluggishness of the progress in the circulation system, that is, a hang-up in the institutional innovation in circulation industry. This is resulted from a low marginal efficiency of the government-dominated institutional innovation, a heavy dependence on innovation measures, an intensified 'lock in the circulation industry' derived from ideological rigidity. Accordingly, the author comes up with such countermeasures as an innovation of the environment, a transformation of government functions, an innovation of business management system, and so on.
