摘要：通过对我国土地流转现状的总结,发现土地流转现存的问题及原因并给出对策分析。通过对甘肃省2008年农村土地流转的影响因素进行计量检验分析,说明新型城镇化开展初期甘肃省农户家庭就已存在主动参与土地流转的可能性。在新型城镇化深层推进后,为配套实现以农民利益为核心、城乡统筹发展、集约高效、生态文明、用途管控的土地流转,提出推动异地流转、保障农民利益、完善中介组织和社保体系的相关政策建议。
Through a summary of the present situation of our country land transfer,found that the existing problems and the reasons ofthe land transfer and gave the countermeasures analysis. In Gansu province in 2008,the influence factors of the rural land transfer measurement test analysis,illustrate that there existed the possibility of participating in land transfer in the beginning of the new urbanization in Gansu province farmer families. After the new deep propulsion of the new- type urbanization,to form a complete set to realize farmers＇ interests as the core,urban and rural development as a whole,intensive and efficient land transfer,and ecological civilization,put forward to promote long- distance circulation,protect the interests of farmers,the relevant policy Suggestions to perfect the intermediary organizations and the social security system.
