摘要：作为"21世纪海上丝绸之路的自然延伸",拉美地区石油、矿产资源丰富,与中国在贸易上形成互补,"贸易畅通"在拉美参与"一带一路"建设中意义重大。本文通过1982-2017年中国与拉美33个主权国家的进口贸易等数据,基于拉美各国的开放度实证分析了政治关系对中国自拉美国家进口的影响,发现以是否建交和高层互访为代理变量的政治关系显著地促进了中国自拉美的进口。因此,中国应继续推进与拉美的外交工作,建立高层互访机制,制定国别贸易政策,突出进口的重要战略地位,最终通过"政策沟通"实现中国与拉美之间的"贸易畅通"。
As a "Natural Extension of the 21 st Century Maritime Silk Road", Latin America is rich in oil and mineral resources, which has a high trade complementarity with China. So Unimpeded Trade is of great significance in Latin America’s participation in B&R construction. Based on the data of China and Latin America’s 33 sovereign countries from 1982 to 2017, this paper empirically analyzes the impact of political relations on China’s imports from Latin American countries based on their openness. The conclusion shows that the political relationship which is measured by the time of establishment of diplomatic relations and high-level mutual visits has significantly promoted China’s imports from Latin America. Therefore, China should continue to promote diplomatic work with Latin American countries, enhance political mutual trust, formulate foreign trade policies toward different countries, highlight the important strategic position of imports, and finally achieve Unimpeded Trade by Policy Coordination.
