摘要：本文通过构建"一带一路"倡议对OFDI的影响效应模型,实证部分采用2003—2016年中国对外直接投资的国别数据和政治风险集团发布的ICRG风险数据,利用加入交互项的普通最小二乘法和双重差分模型,分析"一带一路"倡议的政策效应。结论表明:"一带一路"倡议对我国在沿线国家的OFDI有显著促进作用;"一带一路"倡议显著降低了我国企业对沿线东道国的主观风险意识,进而加大了在沿线高风险国家的投资;我国对外直接投资与东道国国家风险正相关,即我国对外直接投资存在"风险偏好"态度。结合研究结论,从宏观和微观两个层次,提出了加强政策支持、防范风险和鼓励"一带一路"国家投资等政策建议。
This paper constructs the impact model of the "Belt and Road" initiative on OFDI. The empirical part uses the country data of China’s foreign direct investment from 2003 to 2016 and the ICRG risk data published by the Political Risk Group, the policy effects of the "Belt and Road" initiative are analyzed using the ordinary least squares method with interactive terms and the dual difference model. The conclusion shows that the "Belt and Road" initiative has a significant effect on OFDI in the countries along the route, and the "Belt and Road" initiative has significantly reduced the subjective risk consciousness of Chinese enterprises to the host countries along the route, furthermore, it increases the investment in the high-risk countries along the route, and the foreign direct investment of China is positively related to the national risk of the host country. Combining with the research conclusion, the paper puts forward some policy suggestions, such as strengthening policy support, preventing risk and encouraging "Belt and Road" National Investment, from both macrocosm and microcosm levels.
