摘要：通过平等主体之间的自由发言和批判讨论来建构共识的社会治理图景是人类孜孜以求的理想。然迄今为止,工业社会以来的所有治理图式所建构的共识都无不显现出一种碎片化的形态。究其原因,从根本上说是一种基于分割和计算的工具理性在作崇。因此,建构总体性的共识必须突破工具理性的拘囿,从合作治理理论来寻求启发。
The ideal the human beings are diligently striving after is to create a shared vision for social governance through free speech and critical discussion between equal subjects. However,the consensus that all the governance schemes have so far constructed ever since industrialization are,without exception,in a fragmented form. Fundamentally speaking,the reason is just the instrumental rationality based on segmentation and calculation. Therefore,to construct an overall consensus,we must breakthrough the limitations of instrumental rationality and seek inspiration from cooperative governance theory.
