摘要：“十四五”以来,中国地方政府债务结束了自2008年金融危机以来开“后门”的隐性膨胀历程,迈入了走“前门”的规范发展阶段。相应地,地方政府债务研究也经历了从冷门到热门、从主题分散到核心聚焦的演化历程。回顾“危机后”的研究历程,有利于准确地展望“风险下”的研究趋势。基于此,主要运用CiteSpace软件对2008年以来地方政府债务研究文献进行梳理与统计,绘制知识图谱,识别研究热点,分析前沿演变,展望研究趋势。结果显示,地方政府债务研究是对债务发展现状的关注和回应,债务实践长期处于解决旧问题和出现新问题的循环中导致了研究数量持续处于增长、回落、再增长的往复中。研究成果丰硕,研究主力多为与“债务”主题直接相关的财经类高校学者,研究学科集中于经济、金融、财政等学科。研究主题众多,呈现“嵌套结构”特征,内容聚焦于债务内涵、主体、风险、成因与对策等。研究长期处于热门状态,研究热点或与现实问题密切相关,或与国家政策高度耦合。研究前沿不断变化,但风险问题贯穿研究始终,各类风险和危机频繁成为不同阶段的前沿问题,隐性债务和金融风险是最新的前沿问题。未来要加强债务研究的多学科性和融合性,公共管理、政治学、法学、社会学等学科应广泛深入开展债务研究;促进风险研究的纵深化,重点关注局部风险,探讨地区债务危机的救助问题以及财政整顿计划,探究债务风险不断再生的形成逻辑,拓展风险研究的理论工具;推进隐性债务研究的具象化,通过实地调研,精准绘制具体地区的隐性债务“画像”,为债务研究和治理提供地区样本。
Since the“14th Five-Year Plan”,China’s local government debt has ended the growth of hidden expansion through the“back door”since the Financial Crisis in 2008 and entered a new stage of standardized development with the“front door”.Correspondingly,the study of local government debt has also experienced an evolution from unpopular to popular,from thematic dispersion to core focus,and has entered the mature stage of in-depth research.Reviewing the research process of“Post-crisis”is helpful to grasp the theoretical frontier of“Under-risk”.Mainly use CiteSpace software to sort out and count the literature on local government debt research since 2008,draw a knowledge map,identify research hotspots,analyze the evolution of frontiers,and look forward to research trends.The results show that local government debt research is a concern and response to the current situation of debt development.Debt practice has been in a cycle of solving old and emerging new problems for a long time,resulting in continuous growth,decline,and regrowth in many studies.The research results are fruitful since the main research force is primarily financial and economic universities directly related to“debt”.The research disciplines are concentrated in Economics,Finance,Public Finance,and other disciplines.A significant number of research topics focus on the connotation,subject,risk,causes,and countermeasures of debt,showing the characteristics of“Nested Structure”.Research has been popular for a long time,and the research hotspots are either closely related to fundamental issues or highly coupled with national policies.The research frontier is constantly changing,but risk issues run through the research,and various risks and crises frequently become frontier issues at different stages.The“implicit debt”and“financial risk”are the latest frontier issues.It is necessary to strengthen the multidisciplinary and integrated nature of debt research in the future.Public Management,Political Science,Law,Sociology,and other disciplines should carry out extensive and in-depth debt research.Promote the deepening of risk research.Focus on local risks,explore the rescue of regional debt crises problems and fiscal consolidation plans,explore the logic of the continuous regeneration of debt risks,and expand risk research tools.Additionally,promote the visualization of implicit debt research and accurately draw implicit debt“portraits”of specific regions through field research to provide debt research and governance the regional samples.
