摘要：医疗保障是国家保障社会成员医疗及健康的公共制度和政策。在医疗保障中,政府本应当承担保障公共卫生、维护居民健康权益、增加卫生投入、提供公共服务、加强医疗卫生监管等重要职责,但我国医疗保障中在立法、医疗卫生规划和医疗资源配置、政府投入、政府监管方面都存在严重的政府责任缺失。责任缺失造成的危害构成了强化医疗保障中政府责任的依据。只有确立正确的指导思想并采取有效的措施,才能改变我国政府医疗保障中政府责任缺失状况。
Medical security is a public system and policy for the country to guarantee the medical care and health of the members of society. In medical security the government should take such important responsibilities as public sanitation, maintaining residents＇ right of healthiness, increasing investment in health, providing public service, strengthening supervision in medical care and health etc, but in the medical security of our country, the government lacks responsibilities in legislation, medical care planning, medical resource collocation, government investment, government supervision. The harm done by lack of responsibility constitutes the evidence of government responsibility in the reinforcement of medical security. Only by establishing the right guiding ideology and taking effective measures can the situation of the government lacking responsibilities in the medical security of our country be changed.
