摘要：作为现代国家基本经济职能的宏观调控不是政府的普通行政问题,而是一个关涉公民基本权利和国家权力平衡的根本法问题。所以,从宪法角度研究和看待宏观调控,是由其本身性质决定的,经济宪法是宏观调控的基本法律架构。同时注意的是,经济宪法不仅包括狭义的经济宪法,也指广义的经济宪法,它们都构成宏观调控的基本法律框架。
Macro -control, as the basic economic function of modern countries, is not the ordinary administration of government, but a fundamental legal issue concerning the equilibrium between the basic rights of citizens and state power. Therefore researching and viewing macro - control from the perspective of constitution is decided by its inherent nature. Economic constitution is the basic legal framework of macro - control. Economic constitution not only has the narrow sense but also has the broad sense. And they make up the basic legal framework of macro - control together.
