摘要：新的社会经济地域空间的形成和发展,伴随着新治理关系和制度竞争优势的重构和新生。山地旅游发展面临着点状破碎化经营、边际收益范围狭窄、发展效率停滞不前等问题,其根源在于行政区经济的空间异质性及其边界效应,仅将山地旅游作为“点状事物”的研究方式已经与新时期山地旅游一体化跨界整合发展的趋势不相适应。文章尝试分析山地旅游的跨界属性和内涵维度,解释山地旅游跨界成因与阶段性研究缺陷,提出促进山地旅游可持续发展的多尺度研究体系。研究发现,山地旅游跨界与自然生态系统完整性、地方文化系统、产业价值链组织、生态安全屏障建设等方面关联紧密,我国山地旅游跨界问题伴随着区域经济一体化进程而出现,从自然发展、边界确立和模式分化3个阶段的表征可以透视出制度空间对跨界问题出现的根本性影响。针对山地旅游研究对跨界主题关注不足,未来应从区际协同层面、地方制度层面、本体空间层面以及社区发展层面突出多尺度研究体系,促进山地旅游从空间分治走向跨界联合、从刚性约束融入柔性善治、从同质竞争转向创新协作、从单中心走向多中心网络,推动山地旅游研究的创新超越。
The formation and development of new socio-economic territorial spaces is accompanied by the reconfiguration and renewal of new relationship of governance and institutional competitive advantages.Mountain tourism development faces problems of fragmentation,narrow marginal gains and stagnation in development efficiency,which are rooted in the spatial heterogeneity of the administrative economy and its border effects.Mountain tourism,as an essential geographical space supporting the development of China's tourism industry,is undergoing a shift from independent development to integrated development,mainly due to the fragmentation and parallel exploitation of mountain tourism resources caused by China's administrative system,which is essentially a concomitant problem caused by the fragmentation of mountain tourism resources under the management of different local governments.It is urgent to systematically analyze the in-depth causes of this phenomenon and put forward the key research directions which pays attention to future research trends while considering the current research progress.This paper attempts to analyze the transboundary attributes and connotation dimensions of mountain tourism,explain the causes of transboundary mountain tourism and the shortcomings of a phased research,and propose a multi-scale research system to promote the sustainable development of mountain tourism.Research indicates that mountain tourism transboundary is closely related to the integrity of natural ecosystems,local cultural systems,the organization of industrial value chains,and the construction of ecological security barriers.The process of regional economic integration accompanies the emergence of mountain tourism transboundary issues in China,and the fundamental influence of institutional space on the emergence of transboundary issues can be seen through the characterization of three stages:natural development,boundary establishment and pattern differentiation.Confronted with problems such as the point-like fragmentation of mountain tourism,the limited scope of benefit radiation and the lack of development efficiency,an in-depth understanding and reflection is needed concerning the dimensions of cross-border association,integrated linkage and product transformation.By shifting from a regional administrative view of tourism development to a view of development for the common good with the tourism economic region as the main body,a multi-layered and networked mountain tourism governance structure is constructed through a combination of institutional tensions and flexible mechanisms,thus forming a new network of controlled and coordinated production relations in the regional tourism spatial unit.In response to the lack of attention to transboundary themes in mountain tourism research,a multi-scale research system should be highlighted in the future at the level of inter-regional synergy,the level of local institutions,the level of ontogenetic space and the level of community development,to promote mountain tourism from spatial partition to transboundary association,from rigid constraints into flexible good governance,from homogeneous competition to innovative collaboration,and from a single center to a polycentric network,and to promote innovative transcendence in mountain tourism research.
