摘要：近年来重大工程社会责任缺失现象频发,造成严重的资源浪费,为项目的可持续发展带来了巨大的治理难题。为了破解这一难题,基于港珠澳大桥等五大项目构建了“正面”和“反面”的利益相关者SNA模型,对比两类模型的网络密度、点度中心度、中介中心度和聚类情况的差异,从而总结重大工程社会责任缺失的动因。研究发现,重大工程社会责任缺失的动因可以归结为利益相关者之间联系不够紧密、参与度低、核心利益相关者不主动担当、信息传递过于依赖第三方和处于信息孤岛4个因素。揭示了各利益相关者之间的网络特征对社会责任缺失行为的重要影响,为重大工程项目社会责任治理提供了新的策略思路和依据。
The lack of social responsibility in megaprojects has been frequent in recent years,resulting in serious waste of resources and posing a huge governance challenge for the sustainable development of the projects.To solve this problem,this paper constructs"positive"and"negative"stakeholder SNA models based on five megaprojects,such as the Hong Kong-Zhuhai-Macao Bridge.To summarize the motivations of social irresponsibility in megaprojects,the differences in network density,degree centrality,betweenness centrality,and clustering situation between the two types of models and compared,.It is found that the causes of social responsibility deficiency in megaprojects can be attributed to four factors:insufficient connection among stakeholders,low participation,lack of proactive responsibility from core stakeholders,too much reliance on third parties for information transmission,and being in information silo.The study reveals the important influence of network characteristics among stakeholders on social irresponsibility behavior and provides new strategic ideas and basis for social responsibility governance of megaprojects.
