摘要：旅游产业要素的过度集聚会严重影响城市可持续发展,"主客共享"是解决该类问题的重要发展模式。本文以千岛湖旅游城市发展为例,阐述了旅游业过度集聚带来的城市化发展问题,分析了新环境下旅游城市和转型发展的必要性,并从"居游一体、主客共享"的视角提出了优化发展路径。研究认为:(1)旅游业过度扩张影响到了千岛湖城市居住、交通等基本部门的发展,带来了土地资源紧张、交通拥堵、公共服务欠缺等一系列居游矛盾的出现;(2)千岛湖湖区旅游向湖城一体化建设的转型期,旅游产品、功能空间组合、缓解居游矛盾、特色景观打造等方面对城市旅游发展提出了新诉求,而"主客共享"是解决居游矛盾、提高公共设施和服务使用效率的重要路径;(3)"主客共享"原则下,旅游城市发展应有序调整功能区和产品布局,强化基础设施和公共服务配套对游客和居民的双重支持,以智慧旅游平台建设来推动旅游城市统一管理,形成开放性、一体化的公共服务供给机制。该研究对于旅游城市建设及其可持续发展具有一定的理论借鉴意义。
The excessive agglomeration of tourism elements will seriously affect the sustainable development of the city, and ＂benefit both residents and visitors＂ is the main development model to solve it. Taking Qiandao lake for example, this paper expounded the problem of tourism urbanization caused by excessive concentration of tourism, analyzed the necessity of the development and transformation of tourism city under the new environment, and proposed optimized path from the perspective of ＂living and tourism, benefit both residents and visitors＂ . The study found that： （1） the over-expansion of tourism economy affected the development of urban residential, traffic and other basic departments and has brought a series of ＂living and tourism contradiction＂ ： tension of land resources, traffic congestion, lack of public service, etc; （2） the transition of ＂lake area tourism to the integration of lake area and the city＂ has put forward new demands for the city tourism in tourism products, combination of fimctional space, relief of living and tourism and characteristic landscape. ＂Benefit both residents and visitors＂ is the main path to solve the ＂living and tourism＂ contradiction and increase the efficiency of public facilities and services; （3） To ＂benefit both residents and visitors＂ , the city should orderly adjust city function and product layout, strengthen the construction of infrastructure and public service facilities according to urban tourism plan, and using wisdom tourism to unify the city management, forming an open and integrated public service supply mechanism. This paper has a certain theoretical significance for the construction and sustainable development of tourism cities.
