摘要：由于政府一元主导的封闭决策管理体制、社会力量参与不足的运行机制、政府决策权-执行权-监督权的非制衡配置以及土地制度与其他制度间不协调等原因,导致土地利用的静态效率与城镇化间存在较为明显的拮抗效应、土地利用的动态效率提升有限、纵向政府间土地利用不公平和横向政府间土地利用低效率等问题。为此,应优化土地资源配置机制,改革落后的土地制度与管理体制。
Owing to government-led closed decision-making management system, operating mechanism of insufficient participation of social forces, non-balanced allocation of intergovernmental decision-making power and executive power and supervisory power, the disharmony between land system and other systemes, there are several problems in land use, the static efficiency of land use and urbanization have obvious antagonistic effect, the improvement of dynamic efficiency of land use is limited under the advancement of urbanization, the current allocation system of construction land indicators has resulted in unfair land use between the upper and lower governments and low efficiency of land use among local governments. Therefore, the mechanism of land resources allocation should be optimized and the backward land system and management system should be reformed.
