摘要：创新型企业家是深入实施创新驱动发展战略、实现经济转型升级和科技自立自强的重要引领者和承担者。当前,我国企业家多有创新意愿而相应的主动创新行为明显不足,完善创新型企业家生成机制势在必行。依据新制度主义经济学的分析框架和发达市场经济体的经验,创新型企业家生成机制包括旨在保护企业产权与经营自由的根本机制及与之相协调的配套机制。经40余年改革开放,我国创新型企业家生成的根本机制已经确立,但配套机制亟须完善。依“企业家创新思维免疫图谱”所做的挖掘,当前完善配套机制的路径包括建立健全企业创新激励与容错纠错机制、企业创新风险社会共担机制、企业高管与职业经理人双向流动机制。
Innovative entrepreneurs are important leaders and undertakers in the implementation of innovation driven development strategy,economic transformation and upgrading,and scientific and technological self-reliance.At present,most entrepreneurs in China have the intention to innovate,but the corresponding active innovation behavior is obviously insufficient,so it is imperative to improve the Growth Mechanism of Innovative Entrepreneurs(GMIE)in China.According to the analysis framework of new institutionalism economics and the experience of developed market economies,the formation mechanism of innovative entrepreneurs includes the fundamental mechanism to protect the property rights and management freedom of enterprises and the corresponding supporting mechanism.After more than 40 years of reform and opening up,the fundamental mechanism for the growth of innovative entrepreneurs in China has been established,and the supporting mechanism needs to be improved.According to the"Entrepreneur′s Immunity to Change Map",the current path to improve the supporting mechanism includes the establishment and improvement of enterprise innovation incentive and fault-tolerant error correction mechanism,enterprise innovation risk sharing mechanism,enterprise executives and professional managers two-way flow mechanism.
