摘要：数字贸易是推动形成双循环新发展格局的"加速器",也是未来世界各国在数字经济领域竞相博弈的战略基点。在双循环新发展格局下,我国数字贸易迎来难得的发展机遇,跨境贸易渠道和范围大幅拓宽,线上互联网平台成为基本的经济单元、数字服务贸易成为助力贸易增长的新引擎、中小企业和个人是数字贸易的重要参与者和获益者。但当前我国消费潜力尚未完全挖掘、数据安全和个人隐私保护面临严峻挑战、数字贸易规则重构和产业数字化转型难度加大等阻碍了数字贸易的进一步发展。鉴于此,应调整收入分配格局和深挖内需潜力,推动个人隐私保护和《数据安全法》落地实施,加快建设数字贸易新基建,促进技术创新,增强全球数字贸易规则话语权,以推进我国数字贸易更好地发展。
Digital trade is the accelerator to promote the formation of a new development pattern of dual circulation,and it is also the strategic base point for the countries in the world to compete in the field of digital economy in the future.Under the new development pattern of Dual Circulation,China’s digital trade is facing good development opportunities.Cross-border trade channels and scope will be greatly expanded,online Internet platform will become a basic economic unit,trade in digital services has become a new engine for trade growth,and small and medium-sized enterprises and individuals will become important participants and beneficiaries.However,the further development of digital trade has been hindered by a series of factors,such as the incomplete exploitation of consumption potentials,severe challenges to data security and personal privacy protection,the reconstruction of digital trade rules and the increasing difficulties for industrial digital transformation.On the basis of points mentioned above,this paper proposes some targeted suggestions such as adjusting the income distribution pattern and tapping the potentials of domestic demand,promoting legislation on personal privacy protection and implementation of the Data Security Law,accelerating the new infrastructure and technological innovation,and actively competing for the right to say in global digital trade rules,so as to better promote the development of China’s digital trade.
