摘要：社会主要矛盾的变化是关系全局的历史性变化,对党和国家工作提出了许多新要求。新时代服务型政府建设的重要任务是着力解决不平衡不充分的发展问题,以人民满意的服务型政府建设带动社会发展质量和效益的提升,推动人的全面发展。习近平总书记从新时代社会主要矛盾转化这一新的历史方位出发,提出了要建设人民满意的服务型政府的战略目标和具体任务。新时代服务型政府建设必须坚持中国共产党的领导,坚持以人民为中心的价值取向,坚持基本公共服务共建共享,坚持中国特色社会主义的法治保障。同时,要以深化行政体制改革,转变政府职能为主要任务,通过政府作风建设、政府机构改革、放管服改革,以及加强对政府权力制约、创新政府服务方式等方面多措并举,全面推进人民满意的服务型政府建设。
The transformation of the principal social contradictions in China’s society is a historical change that is related to the overall situation,Many new requirements have been put forward for the work of the Party and the state.The important task of building a service-oriented government in the new era is to strive to resolve the problems of unbalanced and inadequate development,bybuilding a service-oriented government that the people are satisfied with to improve the quality and efficiency of social development,and to promote the human’s overall development.In consideration of the new historical orientation of the transformation of the principal social contradictions,Xi Jinping has put forward the strategic objectives and specific tasks of building a service-oriented government that the people are satisfied with.To build a service-oriented government of the new era,we must adhere to the leadership of the CPC,the people-centered value orientation,the co-construction and sharing of the basic public services,and the law guarantee of the socialism with Chinese characteristics.Meanwhile the main task is to deepen the reforms of administrative system and to transform the functions of the government.We will comprehensively promote the building of a service-oriented government that the people are satisfied with,through the work style construction of the government,the reform of government institutions,the reforms to streamline administration,to delegate powers,and to improve regulation and services,strengthening the restraint of administrative power,and theinnovation in service mode of the government.
