摘要：加强绿色创新是推进我国生态文明建设的重要举措。基于绿色发展的内在要求,在构建门槛效应模型基础上,结合我国2003—2018年对外直接投资的省级面板数据,探讨了在法律制度、经济制度和社会制度等多维制度环境条件下,OFDI逆向技术溢出效应与区域绿色创新效率关系的作用机制,并对影响二者关系的制度环境门槛效应进行实证分析。结果表明,逆向技术溢出效应可有效提高绿色创新效率,且在动态演变的制度环境下,制度因素对逆向技术溢出效应与绿色创新效率间关系的影响存在门槛效应。当制度水平低于门槛值时,各种制度因素对逆向技术溢出效应与绿色创新效率关系的影响没有显著性差异,而当制度水平超过门槛值时,就产生了加速效应,而此时法律制度对二者关系的影响更为显著。为更好地推动我国企业通过OFDI逆向技术溢出获取绿色创新绩效,各地方政府相关部门须进一步完善法律服务机构和优化经济社会相关制度环境,以突破门槛值效应。
Promoting green innovation is important measure for China to promote the construction of ecological civilization.Based on the inherent requirement of green development,on the basis of building a threshold effect model,combined with the provincial level panel data of foreign direct investment in our country from 2003 to 2016,this paper probes into the action mechanism of OFDI reverse technology spillover effect and regional green innovation efficiency under the mult-dimensional system environment of legal system,economic system and social system,etc.,and then makes an empirical analysis on the institutional environment threshold effect that affects their relationship.The results show that the spillover effect of reverse technology can effectively improve the efficiency of green innovation,and in the dynamic institutional environment,there is a threshold effect of institutional factors on the relationship between the spillover effect of reverse technology and the efficiency of green innovation.When the institutional level is lower than the threshold value,there is no significant difference in the influence of various institutional factors on the relationship between reverse technology spillover effect and green innovation efficiency,while when the institutional level is higher than the threshold value,there is an accelerating effect,and the legal system has a more significant influence on the relationship between the two.In order to better obtain green innovation performance of our country's enterprises through OFDI reverse technology spillover,relevant government departments need further improve legal service institutions and optimize the relevant institutional environment of economy and society,so as to break through the threshold effect.
