摘要:中国已成为世界最大出境客源市场,出境旅游的国际影响力处于领先地位。检验“一带一路”倡议对中国出境旅游流的动态影响并剖析其作用机制,对借助“一带一路”倡议发挥中国出境旅游影响力有重要指导意义。基于理论分析,本文系统阐释了“一带一路”倡议与中国出境旅游流的关系,使用2001—2019年117个国家的国际面板和文本数据,以“一带一路”倡议实施为准自然实验,检验“一带一路”倡议对中国出境旅游流的影响,并结合中介效应、文本挖掘与分析、三重差分法、调节效应模型探索影响的作用路径。研究发现:(1)“一带一路”倡议显著促进了前往参与国的中国出境旅游流,这种影响表现出参与当年的及时效应、较晚参与的红利缩减,且参与国出境市场潜力更大的特点。(2)“一带一路”倡议通过加强参与国同中国的贸易往来和文化交流,推动了中国前往参与国的商务、文化及相关旅游活动,存在“因商而游”和“寻文而至”的影响路径。不同贸易和文化实力情境下,由于小规模贸易的经济理性和文化交流影响的边际效应递减,两种机制分别呈现出规模经济和规模不经济的差异性特征。(3)“因商而游”和“寻文而至”间存在良性互动,有着交互促进的正向影响。本文为推动“一带一路”倡议建设,提高中国国际影响力提供了新思路和政策启示。
China has become the world’s largest tourist source market, and the international influence of its outbound tourism flow is in the leading position. It is of great significance to test the dynamic impact of the Belt and Road Initiative on China’s outbound tourism flow and analyze the mechanism in order to further improve China’s outbound tourism influence through the Initiative. Taking the panel data and text description of 117 countries in 2001-2019 and the implementation of the Belt and Road Initiative as a natural experiment, this study tested the impact of the Belt and Road Initiative on China’s outbound tourism flow, and combined the mediation effect, text mining and analysis, difference-in-difference-in-differences method, and moderating effect model to explore the path of the effects. The study found that:(1) The Belt and Road Initiative has significantly promoted the flow of Chinese outbound tourism to the participating countries, which showed the timely effect in the year of participation, dividend reduction of late participation, and greater outbound market potential of the participating countries.(2) The Belt and Road Initiative promoted Chinese business, culture, and related tourism activities to the participating countries by strengthening the trade and cultural exchanges. The influence path of“travel for business”and“travel for culture”both existed. Under different situations of trade and cultural strength, the two mechanisms showed the different characteristics of economies and diseconomies of scale respectively because of the economic rationality of small-scale trade and the diminishing marginal effect of cultural exchange influence.(3)“Travel for business”and“travel for culture”had a positive interactive promoting effect. This study provides new ideas and policy implications for promoting the construction of the Belt and Road Initiative and improving China’s international influence.
