摘要：改革是社会主义的自我完善。这是马克思主义政治经济学的一个新内容、新亮点,也是中国特色社会主义政治经济学的一大支柱。我们应当把全面深化体制改革视为社会主义自我完善的一条重要经济规律。它的基本内涵是社会主义社会能够依靠自身的力量和机制,通过自觉的改革,正确解决生产关系和生产力、上层建筑和经济基础的矛盾以及其他一切社会矛盾,实现制度创新,使自身不断适应先进生产力发展和人的全面发展的要求,充分发挥制度的优越性。它的制度基础是以坚持公有制为主体,以实现共同富裕为本质。它的机制是这个制度新陈代谢功能及其施展进程。以此为基础,我们要坚持改革和自我完善的社会主义方向,不能搞私有化、自由化、崇西化,不能导致两极分化。
Reform is the self-improvement of socialism,which constitutes not only new contents and a new focus point in Marxist political economy but also a significant backbone of socialist political economy with Chinese characteristics.Therefore,we shall consider deepening institutional reform in a comprehensive way as a paramount economic rule to accomplish socialism self-improvement.Its fundamental essence rests upon the notion that socialist society,appropriately relying on forces and mechanisms by itself,could handle the crux among production relations,productivity and the superstructure in addition to other relevant social contradictions by the means of self-conscious reform.Meanwhile,it also entails institutional innovation in continual adaptation to the requirements of productivity advancement and comprehensive human development and,bringing the superiority of institution into a full play.And its institutional foundation lies in the dominant role of public ownership and the chief goal of common prosperity as the essence of socialism.The mechanism for political economy refers to the metabolic functions and deploying process.Based on these features,we shall uphold the chief direction of socialism to launch reforms and self-advancement,eliminating the trends of privatization,liberalization,westernization and polarization.
