摘要：文章主要研究了河南省农村金融对扶贫的影响。从目前农村金融机构覆盖率持续扩大,信贷投放量不断增多的现状来看,发现农村金融对扶贫的效应不明显,既没有带来居民收入的显著增加,也没有缩小地区间、城乡间以及行业间的收入差距。另外,不健全的产权制度、保险制度、信用制度以及激励约束机制制约了农村金融服务的普及。因此,为使贫困群体充分享受到金融服务,笔者建议全面推进农村综合产权市场建设、促进农业保险质量提高、提升农村金融服务水平,从而使农村金融扶贫有成效。
This article studies the impact of rural finance on poverty alleviation in Henan Province. Judging from the expanding coverage rate of rural financial institutions and the increasing credit supply, the rural finance doesn＇ t contribute a lot to poverty alleviation, neither did it bring about a significant increase in the income of the residents. It didn＇ t narrow the income gap between regions or town and country or industries. What＇ s more, unsound property right system, insurance system, credit system, incentive and restraint mechanism restricted the popularity of rural finance. Therefore, in order to make the poor groups fully enjoy the financial services, we could make poverty alleviation effective through rural finance by promoting the development of rural property market, improving the quality of agricultural insurance and raising the level of rural financial services.
