摘要:基于2011—2018年中国216个城市的研究数据,分别采用动态面板空间、动态面板门槛等计量方法,系统考察土地资源错配、产业结构对雾霾污染的影响机制和效果。研究发现:(1)本地和邻地政府的土地资源错配行为均直接加剧了本地雾霾污染;(2)本地政府的土地资源错配通过影响产业结构而间接加剧了本地雾霾污染,但是邻地政府的土地资源错配通过作用产业结构间接渠道对本地雾霾污染的影响却不明显;(3)地方政府的土地资源错配行为对雾霾污染存在显著的产业结构门槛效应。通过时段差异的比较发现,由于土地要素市场化配置改革的推进,土地资源配置对雾霾污染的影响效应显著降低。
Based on the research data of 216 cites in China from 2011 to 2018,this paper uses empirical methods such as spatial panel model and dynamic panel threshold model to empirically test the theoretical hypothesis of land resource land resource misallocation, industrial structure influence on haze pollution. The results show that the land resource misallocation behavior of local and neighboring governments directly aggravates the local haze pollution level;the land resource misallocation behavior of local governments indirectly aggravates the local haze pollution through industrial structure, while the impact of land resource misallocation behavior of neighboring governments on local haze pollution through industrial structure channels is not obvious;moreover, there is a significant threshold effect of industrial structure in the mismatch of haze pollution. Through the comparison of time difference, it is found that the reform of market allocation of land elements has a significant restraining effect on haze pollution.
