摘要：由于居民收入差距拉大,消费倾向下降的因素,我国在2002年通货紧缩现象再次加重。这对我国积极财政政策的实施带来了新的困难。为提高我国经济的自主增长能力,今后我国的财政政策应致力于拉动民间投资、刺激居民消费,从而实现经济的高效、稳定运行。
because of the wideness of income disparity and the decline of the consumption propensity, deflation was re-aggravated in 2002. This brought new difficulties in the implementation of the positive fiscal policy. In order to improve the capacity of auto - growth and realize the stable and high efficient running of economy, the fiscal policy should devote itself to drive the growth of the people' s investment and consumption.
