摘要：现在提出一个新的机制("三元机制"),正是深化改革的一项重要内容。"三元机制",即社会主义宏观调控资源配置的"三元机制",从"两只手"协同向"政府主导、科技引领、市场发力、各司其职、形成合力"三元耦合转变。其主要依据是在总结历史经验的基础上作出两个厘清:厘清中国新自由主义思潮的根源和危害,厘清世界经济特别是我国发展改革开放的经验与教训。建立眼前和长远、局部和整体相统一,避免大起大伏的高效机制,其主要框架是建立一个以政府为核心的信息、决策、管理中心,同时发挥市场和科学技术的巨大基础性功能,既正确释放市场活力,又规避市场缺陷;要增加同样起基础作用的科学技术元素,提高预见性和避险性,增强调控自觉性和效益综合性,这对于关系人类生存和发展的生态文明建设尤为重要。
Now a new mechanism('three-element mechanisms') has been put forward,which is an important content of deepening reform of the present,the so-called 'three mechanisms,' namely three-element mechanism of socialist macro-control resources allocation,cooperation from the 'two hands' to 'form resultant force coupling transition of government leading,technology leading,market force.' It is to call for the two clarifications mainly based on summarizing historical experience: to clarify the origin and harm of new liberalism ideological trend in China,and to clarify the world economy especially the experience and lesson of the development of the reform and opening up in China.Establishment of the immediate and long-term,local and global unity,avoiding the up and down the efficiency mechanism,its main frame is to create a government as the core information,decision-making,management center,at the same time,huge market and basic function of science and technology.should be improved,the correct market vitality should be increased market defects be avoided as well;as a basic role of science and technology elements,improvement of predictability and hedge,strengthening regulation of self-consciousness and the benefits comprehensive,especially the construction of ecological civilization related to human survival and development is more important.
