摘要：面向21世纪,对于河南这样一个经济发展中省份,培育发展高新技术产业是一个重大的战略问题。河南高新技术产业从1986年3月国家实施“863”计划以来,尽管取得了一些成绩,可是与全国先进省区相比,高新技术产业在经济总量中的比例还很小,对经济增长的作用极其有限,河南经济快速增长必须大力发展高新技术产业。为此必须更新高新技术产业发展观。
In the 21 st century, how to develop and cultivate high - tech industry is an important strategic problem in Henan - - a developing province. The high - tech industry in Henan has had some achievements from the beginning of ＂863＂ plan in March, 1986.
