摘要：建设郑洛新国家自主创新示范区,是河南实施创新驱动战略的重大机遇和重要实践。通过构建郑洛新示范区创新能力的指标体系和分析模型,从创新要素投入、创新结构水平、创新功能绩效三个维度对包括郑洛新示范区在内的国家自主创新示范区进行了实证比较研究,分析发现:郑洛新示范区在创新体系、创新资源、创新成果、创新活动等方面与其他示范区存在较大的差距,但也存在一定的基础和优势。为更好推进示范区创新能力建设,郑洛新示范区既要借鉴国内其他示范区的建设经验,也要进一步发挥后发优势,积极关注并解决目前创新能力提升中存在的主要问题。尤其需要优化创新创业发展环境、加速海内外创新资源要素集聚、激发创新主体活力、创新科技管理体制机制、优化创新生态系统,强化示范区创新引领的载体功能,以提升示范区产业创新水平和能力。
The national independent innovation demonstration zone is an important space carrier to seize the High-tech commanding heights and realize the innovative national strategy. It is an important opportunity and practice for Henan Province to implement the strategy of innovation-driven development in the construction of the Zheng-Luo-Xin innovation demonstration area. This paper analyses the existing problems of the Zheng-Luo-Xin demonstration zone through comparison. And then some suggestions are put forward in order to enhance the level and capability of industrial innovation in the demonstration area,such as further improvement the environment for innovation and entrepreneurship,accelerating the accumulation of innovative resources at home and abroad,stimulating the dynamic of innovation,and innovation the system of scientific and technological management,etc.
