摘要：新冠肺炎疫情的全球蔓延,对国际生产秩序造成严重冲击。疫情严重破坏了全球产业内分工、产品内分工体系的基础,迫使企业重新考虑全球产业链布局,弱化对价值链效率的追求,更加强调供应链安全和弹性。疫情期间,西方国家加速调整贸易、投资和产业政策,国家发展战略的内向化转变日趋明显。疫情叠加经济、技术、政策多重因素的影响,驱动全球产业链重构加速。短链化、区域化、增加值高度集中、治理模式变革,成为未来全球产业链重构的重要趋势,将对我国发展的核心利益带来严峻挑战。对此,我国需要转变发展战略,对产业发展、利用外资、对外投资、国际合作等政策作出重大调整。
The global spread of COVID-19 has a serious impact on international production order.The epidemic has undermined the foundation of the global intra-industry and intra-product division system,forcing enterprises to reconsider the global industrial chain layout,weaken the pursuit of value chain efficiency,and put more emphasis on supply chain security and flexibility.During the epidemic,Western countries accelerated the adjustment of trade,investment and industrial policies,and the inward transformation of national development strategies became increasingly obvious.Apart from the epidemic,the impact of multiple factors,such as economy,technology and policy,has accelerated the reconstruction of global industrial chain.Short-chain,regionalization,high concentration of added value,and changes in governance models will become important trends in the restructuring of the global industrial chain,which will bring severe challenges to the core interests of China′s development.In this regard,it is necessary to change the development strategy and make major adjustments in policies such as industrial development,utilization of foreign capital,foreign investment and international cooperation.
