摘要：本文认为,以兼业化小规模经营粮农为主体的中部粮食主产区,兼业化传统农户劳动力非农化,专业化现代农户经营非粮化,粮食安全的微观基础脆弱,保障粮食安全的关键问题是培育专业化的现代粮农。兼业化传统农户的要素配置效率差,生产技术落后,收入水平低,难以实现增产增收。专业化现代粮农以增收为动机,扩张意愿强,盈利水平高,但其发展受到资源和制度约束。培育专业化的现代粮农应采取深化农村土地制度改革、完善粮食支持政策和建设粮食核心区等政策措施。
In Major Grain-producing Areas in Central China,grain-farmer as main body engages in concur-rent business and small scale operation. The microcosmic base of food security is very weak for both non-agriculture labors of traditional fanners engaged in concurrent business and non-grain operation of modern farmers specialized business,so the key of food security is to develop specialized modern grain-farmers. The traditional farmers who engaged in concurrent business cannot get more income with more grain because of his low allocation efficiency of production factors,behindhand production technology and low earning. The modern farmers specialized business operate for increasing income with strong ex-panding will and high payoff,but their development restricted by resource and institute. It is necessary to deepen rural land institute reform,consummate grain policy and construct core grain area in order to develop the modern grain-farmers specialized business.
