摘要：从国际范围来看,无论是高收入国家,还是中等收入国家,或者是低收入国家,均存在总和生育率(TFR)的下降趋势。针对此现状,国外学者进行了广泛研究。从最新研究成果来看,生育的影响因素既包括政治、经济、文化、社会等外部环境因素,又包括诸如生育成本、教育水平、家庭谈判或契约、生育方式及性别偏好等家庭内部因素,与生育相关的政策效果也具有不确定性和差异性。基于国外最新研究对中国的生育研究和政策制定的启示,建议一方面要关注影响中国生育的关键因素和独特因素,另一方面要基于地区差异和群体差异调整、完善生育政策。
Internationally, the total fertility rate (TFR) is declining in all high-income, middleincome and low-income countries. To address this situation, foreign scholars have conducted extensive research. According to the latest research results, the fertility factors that matter include not only external environmental factors such as political, economic, cultural and social factors, but also internal factors such as fertility cost, education level, family negotiation or contract, fertility mode and gender preference. And the policy effects related to fertility are also uncertain and differentiated. The latest foreign research has two important implications for China's fertility research and policy making: one is to focus on the critical and unique factors that impact China's fertility;the other is to consider regional differences and group differences when adjusting and perfecting fertility policy.
