摘要：建立地方政府财政治理能力影响就地城镇化的理论分析框架,运用动态面板数据模型和系统GMM估计方法,实证检验地方政府财政治理能力对就地城镇化的影响效应。研究结果表明,地方政府财政治理能力对就地城镇化具有显著的正向影响,但中西部地区地方政府财政治理能力的正向影响效应要大于东部地区。农村人力资本水平对就地城镇化的影响具有典型的"U型"曲线特征,全国范围内农村人力资本的平均"门槛值"为8.63年,东部地区和中西部地区的平均"门槛值"分别为8.13年和9.17年,跨越人力资本门槛值对就地城镇化极其重要。其政策内涵在于,在就地城镇化建设进程中,不仅应重视地方财政治理能力的提升,而且应注重农村人力资本的投入,"综合扶智"比"单纯输血"更加有效。
This paper sets up the theoretical analysis frame of local government’s financial governance ability influencing local urbanization, using dynamic panel data model and system GMM estimation method, to make empirical test of local financial governance capacity and situ urbanization. The empirical results show that, the local financial governance capacity has a significant positive impact on situ urbanization, but the positive effect of financial governance capacity in the central and western regions is greater than that in the eastern region. The influence of rural human capital on situ urbanization has a typical "U-shaped" curve, the average "threshold value" of rural human capital across the country is 8.63 years, and the average "threshold value" of rural human capital in the eastern and central and western regions are 8.13 years and 9.17 years, crossing the threshold of human capital is extremely important for Situ urbanization. The policy suggestion of this paper is that, in the process of situ urbanization, not only should be pay attention to the improvement of local fiscal governance capacity, but also pay more attention to the investment of rural human capital, since "comprehensive intelligence support" is more effective than "simple transfusion".
