摘要：文章从利用DEA基本模型以及DEA-Malmquist指数法,以中国2005-2016年省级面板数据为基础,构造了政府效率投入产出指标体系,从静态及动态角度测算分析我国省级政府效率的情况及发展趋势。DEA基本模型实证结果显示,我国省级政府效率也存在着“东高西低”的趋势,并且省级政府效率存在着逐年下滑的趋势。具体来看:东、中部地区综合效率、纯技术效率和规模效率差异不大,西部地区与东中部地区相比,还有较大进步空间;全国大部分省份规模效率递减。DEA-Malmquist指数分析结果显示:中国大多数省份全要素生产率仍未能达到有效状态,综合技术效率和技术进步是主要制约因素。同时,考察期内,省级政府全要素生产率平均每年下降3.9%,表明政府效率在考察期内出现倒退。因此,提高政府效率,应当重视技术进步和管理制度的创新,并适当控制政府投入的规模,避免资源的浪费。
Based on the panel data of China from 2005 to 2016,this paper constructs the input-output index system of govern ment efficiency by using DEA basic model and DEA-Malmquist index method,and calculates and analyses the situation and development trend of provincial government efficiency from the static and dynamic perspectives. The empirical results of DEA basic model show that the efficiency of provincial government in China also has a trend of“ high in the East and low in the West”,and the efficiency of provincial government has a trend of declining year by year. Specifically,there is little difference in the comprehensive efficiency,pure technical efficiency and scale efficiency between the eastern and central regions. Com pared with the eastern and central regions,there is still much room for improvement in the western regions. The scale efficien cy of most provinces in China is decreasing. The results of DEA-Malmquist index analysis show that the total factor productivi ty of most provinces in China has not yet reached an effective state,and comprehensive technological efficiency and technologi cal progress are the main constraints. Meanwhile,the provincial government’stotal factor productivity declined by 3.9% annu ally during the period of investigation,indicating that the government’s efficiency has fallen back during the period of investi gation. Therefore,in order to improve the efficiency of the government,we should attach importance to technological progress and innovation of management system,and properly control the scale of government investment to avoid waste of resources.
