摘要：在阐释创新驱动发展战略的特征、内涵基础上,对企业创新绩效的提升进行了制度层面和微观层面的深入剖析。分析认为,企业创新绩效低下是制约创新驱动转型的关键因素。提升企业创新绩效的制度安排主要有建立开放、公平竞争的市场环境,营造鼓励和支持创新的金融体系,完善知识产权保护制度,激发企业创新驱动力;提高企业创新绩效的微观层面主要是构建适合创新活动特征的能动性管控系统,以保障创新思维真正转化为生产力,真正为企业创造价值。
On the basis of characteristics and contents of innovation driven development strategy, this paper an- alyses deeply the improvement of innovation performance on the institutional level and micro level. The author be- lieves the low performance of enterprise innovation is the key factors restricting innovation driven transformation. In- stitutional arrangements to promote enterprise innovation performance mainly include the establishment of open, fair competition in the market environment, support the innovation of financial system, strengthen the protection of in- tellectual property rights, the driving force of enterprise culture innovation ; the micro level to promote enterprise in- novation performance is mainly the construction of enabling management control system suitable for the characteris- tics of innovation activities, in order to protect the innovative thinking into real productivity, thereby truly create val- ue for the enterprise.
