摘要：以习近平为核心的党中央提出了"四个全面"的战略布局,其中,在全面深化改革的进程中,重点和起牵引作用的是经济体制改革,而经济体制改革的核心问题仍然是处理好政府和市场关系。要坚持"马学"为魂,马克思主义政府和市场关系理论是我们认识政府和市场关系的灵魂;要坚持"中学"为体,认真研究中国特色社会主义发展中面临的重大问题,不断强化问题意识和导向,积极面对、化解前进中遇到的矛盾,作为打开工作局面的突破口;要坚持以"史学"为鉴,回顾和厘清新中国成立以来理论界对政府和市场关系相关理论问题的争论,准确把握政府和市场关系的实质,促进社会主义市场经济体制的不断完善;要坚持"西学"为用,中国经济学的创新和发展要借鉴和运用西方经济学的合理成分,扬弃西方经济学的庸俗成分。
The strategic layout of 'Four Comprehensive' was put forward by the CPC centered by General Secretary Xi Jinping. In the course of comprehensively furthering reform, the emphasis lies in the reform of economic institution, whose central issue deals with the relations between government and market. To uphold Marxism as the soul refers to its guidance on our studies of dealing with the relations between government and market, while to uphold Chinese knowledge as the body suggests thoroughly studying significant issues accompanied with establishing socialism with Chinese characteristics, constantly stressing problem consciousness and orientation,voluntarily facing and breaking through proxies as a key to opening a new page for work. We should always draw lessons from the history, review and clarify relevant discussion about the theories concerning the relations between government and market since the foundation of PRC, have an accurate grip on the essence of the relationship for the improvement of socialist market economy. With the reference of western theories, we should absorb and apply its rational parts and abandon vulgar parts for the innovation and development of domestic economics.
