摘要：以贵州省的旅游业发展为例,运用DEA模型测算省域、市域两个层面的旅游效率,研判贵州省旅游经济的发展程度并提出相应对策。研究发现:(1)贵州省旅游效率在2012—2018年间持续增长,黔西南、毕节、铜仁等地区处于旅游效率规模报酬递增阶段,是影响贵州省旅游总体效率的关键地区。(2)贵州省内不同地区的旅游效率具有区域异质性,技术差距是区域分异的主要原因,贵阳、安顺、黔南等旅游经济相对发达的地区已步入技术创新阶段,推动原始技术研发和技术进步尤为重要。(3)“十四五”期间,贵州省旅游业发展应采用分类施策、区域协同的发展战略,一方面引导各地区根据自身短板进行自我优化,引导社会资金向规模报酬收益较高的地区投放;另一方面要建立全域旅游合作网络,强化对后发地区的带动作用,推动整体水平提升和区域协同发展。
Taking the tourism development in Guizhou Province as example,the paper uses DEA method to measure the basic characteristics of tourism efficiency at the provincial and municipal levels,and judges the stage of tourism development and proposes development countermeasures accordingly.Research found that:(1)The tourism efficiency of Guizhou has maintained an increasing trend in 2012-2018.Southeastern Guizhou,Bijie,Tongren and other regions are still in the stage of increasing returns to scale,which will be the key to affect the overall tourism efficiency in Guizhou for a certain period of time in the future.(2)The tourism efficiency of different regions in Guizhou has significant spatial heterogeneity,and technological gaps are the main cause of regional differentiation.The developed regions of tourism economy such as Guiyang,Anshun and Qiannan have entered the stage of technological innovation and promoting the research and development of original technology and technological progress are particularly important.(3)During the“14th Five-Year Plan”period,Guizhou’s tourism development should actively adopt the development strategy of categorized policies and regional coordination.On the one hand,different types of regions make targeted optimization according to their own shortcomings,and guide social funds to invest in areas with higher returns to scale.On the other hand,the government establishes a tourism cooperation network to strengthen the leading role of the latecomer areas,and promotes the overall improvement and regional coordinated development.
