摘要：黄河流域是我国重要的生态屏障,其生态发展问题一直是社会关注的热点问题.基于黄河高质量发展要求,宏观层面构建了黄河流域上下游政府生态补偿博弈模型,探讨了有无中央政府参与两种情况下博弈双方策略选择变化;微观层面构建了地方政府、企业、民众三方演化博弈模型,分析了各主体策略选择的演化稳定性.研究结果表明:(1)上下游政府无法通过自身演化达到协同治理均衡状态,需要中央政府引进一定的奖惩机制进行干预;(2)在当前社会环境下,地方政府在环境治理方面倾向于选择不严格治理策略;(3)企业是否选择执行环保政策取决于治理成本与政府惩罚力度的大小关系.最后进行了模拟仿真分析,验证了模型分析结果的正确性,为黄河流域生态补偿机制的建设提出了相关的建议.
The Yellow River basin is an important ecological barrier in China,and its ecological development has always been a hot issue of social concern.Based on the requirement of high quality development of the Yellow River,this paper constructs a game model of ecological compensation between the upper and lower reaches of the Yellow River Basin at the macro level,and discusses the change of strategy choices of the two parties under the two situations with or without the participation of central government.At the micro level,the three-party evolutionary game model of local government,enterprise and public is constructed,and the evolutionary stability of strategy choice of each main body is analyzed.The research results show that:(1)the upstream and downstream governments cannot achieve a balanced state of collaborative governance through their own evolution,and the central government needs to introduce certain reward and punishment mechanisms to intervene.(2)Under the current social environment,local governments tend to choose lax governance strategies in environmental governance.(3)Whether an enterprise chooses to implement environmental protection policies depends on the relationship between governance cost and government punishment.Finally,the simulation analysis is carried out to verify the correctness of the model analysis results,and the relevant suggestions for the construction of ecological compensation mechanism in the Yellow River Basin are put forward.
