摘要：河南非法集资具有危害性、多样性、并发性等特点。高发原因主要是:金融体制改革滞后于经济发展,群众相关投资知识和维权知识严重不足,政府监管不到位等。在防范方面,省市县三级地方金融监管机构统一行使地方金融监管权;加快投融资机制改革步伐,降低中小企业融资难度,拓宽群众投资渠道;建立健全金融信用体系;普及金融知识,做好反非法集资宣教工作。在打击方面,建立健全社会化、网络化和信息化的监测预警机制;确立"依法处理、分类解决"的指导方针;确立"主动介入、基层化解,先易后难、先急后缓,防止增量、减少存量"的工作策略;确立"市场消化、政府监督、风险自负"的清退模式。
The illegal fund -raising in Henan is featured with harmfulness, diversity and concurrency. There are three reasons for illegal fund - raising： firstly, the reform of financial system has made the economy development lag behind ; secondly, due to the low level of financial education, the masses are lacking in the knowledge of investing their money and protecting their legal rights ; thirdly, the government regulation is inadequate, and the division of government function is unclear. A couple of preventive countermeasures should be taken as follows： firstly, a local financial regulator of three levels （province, city and county） should be founded, and the supervision should be unified; secondly, the reform of financial system should be quickened to make the small and medium - sized enterprises raise fund easier and help the masses to widen the investment channels; thirdly, the finance credit system should be established and improved; fourthly, financial knowledge and objection to illegal fund - raising should be popularized with people. The following cracking countermeasures should be taken： firstly, a socialized, networked and informationalized monitoring and warning system should be established; secondly, the guidelines should be set as handling cases according to laws and then solving them respectively ; thirdly, the prior strategy should be set as intervening actively, resolving problems in level of grassroots, dealing easy and urgent things first, preventing the increment and reducing the stock; fourthly, the liquidation mode should be set as market digestion, government supervision and assumption of risk.
