摘要：大学治理的过程,是利益相关者参与大学决策的过程,通过与决策者广泛协商,实现大学善治。这一动态过程应是程序正当的过程,程序正当有效保障利益相关者的实质性参与。信息公开、参与者平等、给予表达机会、说明理由,是大学治理过程中必须具备的程序正当要素。加强我国大学决策程序的规范化、培养利益相关者良好的程序意识,是实现大学治理程序正当性之所需。
The process of university governance is also the process of stakeholders participating in making policies. After extensive consultation with decision makers, the university may be governed well. This dynamic process should be proper in procedure, which will effectively guarantee the substantive participation of stakeholders. Information disclosure, equal position of participators, expression opportunities to be given, and reasons to be explained etc, these are all necessary elements for the proper procedure of university governance. In order to realize the proper procedure of university governance, we should strengthen the standardization in decision - making procedure for universities in our country and cultivate the good procedure consciousness of stakeholders.
