摘要：改革之后较长的一段时间内。为实现全面减贫而实施的扶贫开发战略导致了贫困地区缺乏自我发展能力,并由此内生决定了贫困区域化的特征凸显,扶贫绩效递减。解决区域性贫困问题,应通过构建生态补偿机制、提供均等化的基本公共服务和培育特色产业。以提升贫困地区区域自我发展能力为重点。
After a long period of reform, the strategy of alleviating poverty in an all-round way has caused the impoverished areas to be lack of self-development ability, which has induced endogenously that the regional poverty is prominent and the anti-poverty performance decreases sharply. In order to deal with the problem of regional poverty, the ecotype compensating mechanism should be set up, the equal public service should be provided, the speciality industries should be fostered, all of which should be centered around improving the self-development ability of impoverished areas.
