摘要：在加快城市化进程中，必须坚持以人为本，高度重视城市化质量。提高城市化质量，应从明晰规则目的，完善城市规则；大胆改革，进行制度创新；勇于探索，促进科技进步等方面入手。
In the course of urbanization, man should be placed as the center and the quality of urbanization should be laid great emphasis on. To upgrade the quality of urbanization, the following aspects should be taken in account: clarifying the goal of planning; perfecting urban planning; undertaking reform and mechanism innovation; promoting technological progress.
