摘要：文章基于模糊物元方法构建包含经济基础、物流设施、物流业发展水平3项要素及其下属14项指标的指标体系,按时间和空间两个维度对西北五省区的物流能力进行比较评价。结果显示:时间上,西北五省区物流能力不断提升,但提升速度受政策环境影响年度差异较大;空间上,西北五省区物流能力因各省自身经济发展水平及区位因素差异而发展极不平衡,省际差异较大。文章认为可通过保证交通建设投入力度、优化物流业固定资产投资结构、发展绿色物流、加强省际合作与整合物流资源来提升西北五省区物流能力,以促进"丝绸之路经济带"的互联互通。
This paper established an evaluation indicator system constituted with three factors:economic foundation,logistics facilities and logistics development level,together with 14 indicators attached to them,and did an evaluation research on logistics capability of five northwestern provinces and autonomous regions based on fussy matter-element from perspectives of time and space.The findings are the logistics capability of all the provinces and regions under study develops continuously as time goes by,while the differences of developing speed of each year is pretty big due to diverse policies of different year;the gap of interprovincial logistics capability is extremely wide according to each province or region's economic level and factors of location.Therefore,this paper suggests that in order to improve logistics capability of Northwestern China,each province or region should enhance investment to transport construction,optimize structure of related investment,promote green logistics,strengthen corporation and reallocate logistics resources to promote 'The Silk Road Economic Belt'.
