摘要：文章基于C市产业新城建设BOT项目,通过了VFM定性和定量评价,准确计算PSC值和PPPs值,并对PPP项目识别阶段的物有所值评价进行了实证研究。结果表明:有稳定现金流入,回报机制为使用者付费加政府可行性缺口补助的项目,适宜采用动态定价机制的PPP运营模式,并实现社会资本"盈利而不暴利"。同时,提出重新界定BOT模式中"运营"的适用范围,尽快出台物有所值评价的操作细则和发挥中介机构的咨询服务功能等政策建议。
Based on the new industrial zone BOT project in C city,through the VFM qualitative and quantitative assessment,this paper accurately calculates PSC values and PPPs value,and value for money evaluation of PPP project identificationphase of empirical research. The results show that those projects can pass qualitative evaluation and quantitative evaluationwhich have stable cash inflow,the return source of investment are user charge and the viability gap funding from government,suitable for the application of PPP mode,and achieve social capital＂profit without profiteering.＂At the same time,it proposesto redefine the scope of BOT mode＂operation＂,introduce the evaluation rules of the value for money as soon as possible andthe intermediary advisory services and other policy recommendations.
