摘要：利用中国2000—2017年省际面板数据,采用中介效应法实证分析了我国东、中、西部地区环境规制对碳排放的影响效应。发现东、中部地区环境规制能有效实现碳减排,西部地区的直接影响效应不显著。间接影响效应方面,东部地区通过产业结构调整、能源消费结构调整和技术创新三条路径均可实现减少碳排放;中部地区则通过能源消费结构调整和技术创新两条路径实现减少碳排放;西部地区在改变能源消费结构和进行技术创新后反而增加了碳排放,产生了一种“绿色悖论”。因此必须根据区域特征来制定差异化的减排目标和环境规制政策。
By using the panel data of China’s 30 provinces from 2000 to 2017,the paper analyze the effects of environmental regulation on carbon emissions in the eastern,central and western regions of China with mediating effect method.Environmental regulation can effectively reduce carbon emissions in the eastern and central regions but have no direct effect on carbon emissions in the western region.In the eastern region,environmental regulation can reduce carbon emissions through three paths of industrial structure,energy consumption structure and technological innovation.In the central region,environmental regulation can reduce carbon emissions through energy consumption structure and technological innovation.In the western region,environmental regulation increased carbon emissions through energy consumption structure and technological innovation,but the path of action is not significant.Finally,the paper proposes corresponding policies for different regions.
