摘要：“反公地悲剧”是与“公地悲剧”对应的一个经济学概念 ,“悲剧”的产生也与产权的界定有关。目前我国正在进行并日益深化的经济体制改革 ,很多领域都由于产权的支离破碎而带有明显的“公地”特性 ,也因此产生了大量的“反公地悲剧”。在深化国有资产管理体制改革过程中 ,应当积极探索新的模式重新整合产权 ,提高国有资产使用效率 ,避免“反公地悲剧”的重演。
The tragedy of anti -commons ” is an economic concept relative to the “the tragedy of commons ”. Both of the two tragedies can be associated with the definitions and divisions of property rights. Along with the increasingly deepening of our economic system reform at present, most fields posses apparent characteristics of “commons” because of the tearing to piece of the property rights and thus result in “the tragedy of anti -commons”. The new models of rights integration, therefore, should be grope for to heighten the efficiency of state-owned assets and avoid the re- happening of “the tragedy of anti -commons”.
