摘要：文章针对目前河南省劳动力市场的特点,分析了我省劳动力市场发展中存在的问题,提出了加速劳动力市场形成的政策选择和对策:1.深化国有企业改革,加快非公有制经济发展;2.深化用工制度的改革,真正落实劳动者择业和企业择人的自主权;3.加快工资制度的改革和社会保障制度的建立;4.逐步建立适应社会主义市场经济体制的户籍管理制度,最大限度地抑制城乡劳动力隔离的弊端;5.进一步加强就业服务体系的建设,形成覆盖全社会的就业网络;6.提高对劳动力市场的现代化管理水平。
In view of the features of the current labor market of Henan Province,this thesis analyses the existing problems in the development of our provincial labor market and points out the following seven methods in policy choosing and the countermeasures to hasten the forming of the labor market:Firstly,deepen the reform of the state enterprises and quicken the development of the non-public ownership economy;Secondly,deepen the reform of the sysytem of recruitment,carry out the decision-making power for the employees’choice of their profession and the enterprises’ choice of employees;Thirdly,quicken the reform of the wage system and the establishment of the social security system;Fourthly,gradually establish the system of the census register management that conforms to the system of the socialist market economy,restrain the malpractice of the separation of the labor force from the cities and from the countryside;Fifthly,strengthen the construction of the employment service system and form an employment network covering the whole society;Sixthly,raise the modernized management level of the labor market.
