摘要：中原崛起是与东部大开放、西部大开发、东北老工业基地振兴同样重要的区域发展战略。实现中原崛起对于河南、中部地区乃至全国都具有十分重要的战略意义。鉴于此，我们的使命是，认识中原崛起的特定内涵，探寻中原崛起的根本途径，谋划中原崛起的空间布局，夯实中原崛起的体制基础，重视和贯彻“人才兴豫”政策。
The Up—Rising of Central China is crucial for Henan Province, as well as to that of the whole nation. The author attempts to detect the connotation of this strategy and points out the basic passage for the Up—Rising of Henan Province. Also, the planning of spatial structure for industries can be found in the paper. At last, the author makes a special attention on the importance of social system and human power to the accomplishment of such strategy.
