摘要:本文构建了绿色创新的环境绩效理论模型,考虑了绿色创新影响环境绩效的"干中学"、能源回弹和空间溢出效应,并采用空间面板模型进行了实证检验。结果表明,绿色创新对二氧化碳、二氧化硫及氮氧化物排放的直接效应和空间溢出效应显著为负,即绿色创新有利于环境质量的改善,但也存在一定程度的能源回弹效应,部分抵消了绿色创新的环境绩效。对化学需氧量及烟粉尘排放直接效应显著,但空间溢出效应不显著。绿色创新直接效应和间接效应大小与污染排放类型有关。东、中、西部地区分样本估计证实相同绿色创新对不同区域相同污染排放效应存在差异。基于此,提出政策建议:加大绿色创新政策支持力度、强化区域绿色创新协同发展、实施综合考虑污染物差异和区域差异的有差别环境政策以及强化环境监管等。
This paper models the effect of green innovation(GI)on environmental performance(EP),considering‘learning by doing’effect,spatial spillover and energy rebound effect of EI.We use spatial panel model to estimate the direct effect and indirect effect of GI on EP.The results outline that the direct and spatial spillover effect on SO2,CO2,NOX are negatively significant,but energy rebound effect offsets this effect.Moreover,the direct effect on COD and SMDUST are significant,but not the spillover effect.The extent of direct and indirect effect are related to pollution types.Eastern,central and western regional empirical results justify that the same GI has different effects on the same pollution in different regions.It suggests that we should increase green innovation policy support,strengthen coordinated development of regional environmental innovation,implement differentiated environmental policies that take into account pollutant differences and regional differences and strengthen environmental supervision.
