摘要：基于2003—2018年中国30个省区的面板数据,检验了地区清廉度对地方政府环境治理的两个理论假说。结果表明:清廉度降低对地方政府各种环境治理方式均有一定程度的负面影响,且对政府环保执法的负面影响更加显著;与东部地区相比,清廉度降低对中西部地方政府环境治理的负面影响更加明显。因此,地方政府应当切实转变经济发展方式,加大环保领域反腐力度,构建更加科学的政绩评价体系,有效提升环境治理水平。
Based on the panel data of 30 provinces in China from 2003 to 2018,this paper tests two theoretical hypotheses about the impact of regional incorruptibility on local government environmental governance.The results show that:the reduction of incorruptibility has a certain degree of negative impact on all kinds of environmental governance methods of local government,and the negative impact on government environmental law enforcement is more significant;Compared with the eastern region,the negative impact of the lower degree of incorruptibility on the environmental governance of the central and western local governments is more obvious.Therefore,the local governments should effectively change the mode of economic development,increase the anti-corruption efforts in the field of environmental protection,build a more scientific performance evaluation system,and effectively improve the level of environmental governance.
